About Us

Originally established in 1990 as the community outreach and development 501(c)3 nonprofit. ECDC was created in response to persistent community challenges, including poverty, food insecurity, limited access to education, housing instability, unemployment, and untreated mental health needs affecting residents of Richmond and the greater West Contra Costa County area. ECDC has been recognized as a collaborative community partner on the Richmond Hope VI Redevelopment Project and is centrally located in Richmond Village (formerly Easter Hill), a community with more than 337 affordable housing units. Its placement within this neighborhood reflects a deliberate strategy to bring services directly into the community most impacted by systemic inequities. Historically, ECDC has delivered programs spanning education, housing counseling, technology training, youth development, financial literacy, and family support. This foundation positions ECDC as a trusted, culturally responsive institution capable of delivering holistic, community-centered services.

The mission of the Ephesians Community Development Center is to expand educational opportunity,promote economic self-sufficiency, and improve overall quality of life for low-income individuals and families by addressing interconnected needs related to mental health, housing stability, workforce readiness, family support, and community well-being

Programs and Services

EXCEL Computer Tech & Resource Center

The EXCEL Tech & Resource Center is where ECDC hosts most of its programs and services, from Housing Counseling to Education and Literacy Programs. The center is open to the Richmond Village and the surrounding communities of Richmond and neighboring cities.

Care for the Harvest Food Distribution 

In collaboration with the Food Bank of Contra Costa and Solano County,  ECDC's "Care for the Harvest Feeding Program" has served  the residents of the City of Richmond and the Richmond Village for over 7 years, weekly on Wednesdays from 11:30 AM to 1:00 PM

Research, Workforce & Health Access Development Program.

Our summer camp offers a safe, inclusive, and engaging environment that nurtures curiosity, creativity, and holistic development through a balanced blend of education, recreation, mindfulness, and community connection.
